Building a Gaming PC seeking advice!

Im trying to build a gaming PC, there is no much items to choose from in the market where i live, here is what i find best and would make a good build (for my budget)
plz tell me what u think, i sorted each category according to what i think fits better but feel free to rebuild it

Some concerns:

1- i choose Seagate HD according to reviews and being faster than the WD, and i never used a seagate b4 are they durable? i mean like WD? i have WD lives ages with me i should give them names anyways plz advice

2- the MSI GTX 760 Gaming is slightly cheaper than the MSI R9 280 Gaming (non-X) im leaning more towards the R9 280 after reading some reviews and being OC'able to even more than 280X but also read some feedbacks about artifacting, is it that common? would i take a risk if i got it? or should i be in the safe side and get the GTX 760?

3- PSU not sure what to get, depends on the GPU i guess but for the 280 would a 500w be enough? if so plz tell me which one sort them according to quality

Case and others i think im settle with them im looking for best performance per cash not a good looking case, but im open for suggestions

The motherboards you selected wouldn't support the 4460 without a bios update as far as I'm aware.

CPU: i5 4440

Motherboard: whatever's cheaper.

RAM: whatever's cheaper.

HDD: WD Blue

GPU: r9 280 would be my choice.

Case: whatever has better cable management.

PSU: Seasonic.

its sometimes cheaper to order and get something shipped then buy at a local store, depending on the price they are selling them for.

Between the 2 CPU's does it worth getting the 4460 and flash the new bios to the motherboard? ive seen a benchmark and both seem to perform almost similar.

About the Seasonic PSU, ive read somewhere that it might not be able to run a 280 chip, something with the single rail voltage cant really remember, i know Seasonic is one of the best PSU manufactures, but that ECO Series will it run the R9 280 without any issues?

The seasonic unit label shows that the two 12v rails can support 432w which is 36amps I believe. The r9 280x is recommended to have 30 amps and a 550w psu. The r9 280 would use less than that I'd imagine. You'd be fine.
