Question Built a new PC and it won't post

Just built a new PC specs below, powering it on will turn on the fans and the RGBs but won't post. No beeps can be heard and I'm not really sure what to do. The q code that appears is 12 which means "pre cpu memory initializing is started" according to the manual, but I'm not sure what that means. Ive tried booting with one ram stick, taking out the gpu, double checked my wiring/standoffs. Been kind of driving me crazy the last two days so any help would be very much appreciated.

Evga rtx 3080
M.2 2Terabyte ssd
Masterliquid ML240L V2 RGB
Corsair rm750 power supply

How would I go about doing that without being able to access the bios ?
