Built my first PC. Started up fine even though I was pretty nervous it wouldn't.

After a few issues resolved with common troubleshooting, one thing still persisted. My GTX 970's fans won't run.

I installed the drivers with the provided disc, so I thought that would fix it, but it still won't spin. Not sure if they even spin when they're idle, but im assuming they do.

I do have my hdmi plugged into the card with a good picture. Could it be that I need the most up to date drivers online or is it something related to hardware failure?

Currently at work so I am trying to think of a few things to do by the time I get back. Thanks for your help. Tried searching online but search results aren't providing answers.

Sharing the exact made and model of the card would help us, because some of them (like Asus Strix) will not run fans when idling. And there have been 2 or 3 driver update to specifically resolves some of the GTX 9XX series issues.

1st thing I'd do is download the latest drivers via the GeForce Experience menu.
If that doesn't work, maybe you plugged wrong power cable into your GPU.
That is a low tdp card, so it has a silent operation function for when the card is below 60C. The fans aren't supposed to run until it gets warm.

However, there are people that say this feature has caused problems, and sometimes the fans don't like to start back up. Maybe a period of benchmarking would wear in the fan bearings.

Solution
Fans will spin when they're needed. Cards will often idle with the fans off. Test under load and see if the fans spin up. If they don't the system will just shut down before things overheat to the point of causing damage anyway.
 
Thank you all for your oustanding and rapid response, this is meant to serve as a preliminary diagnosis while I'm away from the computer.

Already, you have supplied all this information to use for this issue. I will definitely try it out when I get back.

My card is an EVGA GeForce GTX 970 SC 4gb. I was using my computer, setting up various things and installing basic drivers before I had to leave and they weren't on before I last shut it down. It does sound like I need a few updates and tests, but I'm not completely tech oriented.

I will choose the most fitting solution as an answer in about 6-7 hours. Thank you all for your help
