Question Why does my computer's keyboard type two apostrophes instead of one when I'm typing?

For some reason my computer types two apostrophes when I hit the key and goes away when I restart, but then comes back a little while later, causing me to have to continuously restart all over again a bunch of times. I did some research and found out that it might be an issue with my computer's keyboard layout settings, and that I might have to switch it to the standard US keyboard layout, but I don't want to do that since I prefer the US-International layout, and am looking to see what my options are to fix this problem.

If someone could help me out with this issue that would be great!
