Question BUILT NEW HIGH END PC AND IT STUTTERS AT EVERY GAME

Hello, i am new here and hope i chose the right category for this. I built a PC for like a month now and I have stutters in every game I play regardless of the usage of CPU or GPU. Here is the build:
GIGABYTE GeForce RTX 4070 Ti GAMING OC 12GB GDDR6X 192-bit DLSS 3.0
Intel Alder Lake, Core i9 12900K 3.2GHz
Kingston FURY Beast 32GB DDR5 4800MHz CL38 Dual Channel Kit
GIGABYTE Z790 GAMING X AX
Cooler CPU ARCTIC AC Liquid Freezer II 240
SSD Samsung 980 1TB PCI Express 3.0 x4 M.2 2280
Seasonic G12 GC-850, 80+ Gold, 850W
LED GIGABYTE Gaming M28U 28 inch UHD IPS 1 ms 144 Hz HDR FreeSync Premium Pro

I tried enabling and disabling V sync, I capped the frames at 144(even 60 did nothing), I updated BIOS (with the second latest update because I understood it was more stable), Windows updates did nothing, GPU driver as well, Resolution didn`t matter, I even tried playing something that does not use GPU and it still did this, The temps are around 50 to 60 for both on demanding games, In windows settings on power I changed from balanced to performance and still nothing, I really don`t know what to do as it doesn`t stutter that often but it is mostly when a different action occurs like a kill, or a hit or getting hit or even when something else happens on the map and of course some random ones.
