'Bus Interface' shows that my GPU is running at "PCI-Express x2 3.0", with the GPU in the second PCIE slot, and at "PCI-Express x4 3.0", with the GPU in the first PCIE slot. These values remain the same irrespective of whether the computer is idle or under load. As a result of this my PCI-E bandwidth is either only "1.53GB/s" or "3.06GB/s" (Depending on GPU location)

GPU -ASUS ROG Strix GTX1080/NVIDIA GeForce GTX1080/Driver version- 471.68
Motherboard - Asus ROG Strix Z270F/ Bios version 1301
CPU - Intel I7-700K Socket LGA1151
Memory - TeamGroup Vulcan T-Force/ 8GB*2, DDR4, 2333MHz
Storage -500GB Samsung 870 EVO SATA SSD 2.5" / 500GB Samsung 850 EVO SATA SSD 2,5"
PSU - 850W 80 PLUS Gold Power Supply
This information is also shown in the Bios, with the GPU running at "x2 Native" in the second PCIE slot and at "x4 Native" in the top PCIE slot.
I've so far contacted the people who built the initial system (Overclockers.co.uk) and they aren't overly sure but suspect the issue could be related to the hardware, particularly the motherboard.
I've also reached out to ASUS directly to see if they can provide any advice, I've yet to receive a response.
I'm still trying to figure out how to properly host and then insert images so that I can show screenshots of this. I'll add screenshots as soon as possible.
