yes the 4870 X2 temps are outrageous but honestly turning up the fan a little bit makes enough of a difference, the 4870 X2 in my secondary stays around 72 with the fan around 75-80% it doesn't really affect the rest of the components in that compute.r
DX11 is backwards to 10.1, but you won't have the 11 eye candy with the 10.1.
You will only have visuals going up to 10.1 with a 10.1 card. So its like Crysis with dx 9 cards, they can still play crysis just only in dx 9 and not 10

With your processor the 4850 will hit the spot. They are very cheap and should last you at least 6-8 months and play just about anything with good settings. By that time the money you saved up can go towards going all out with the latest and greatest DX11 card.

Waiting for dx11 is silly. We still haven't really harnessed dx10. yet. The first iteration of dx11 cards will be too slow for dx11 games anyway.
Although 1950xtx isn't a bad card it's slow by today's standards. I would skip the 280gtx. Go with 4870 or 260gtx and save the money. Your processor is fine. overclock. You can easily get 3.2ghz out of your processor.

Some manufacturers offer an upgrade program, like Evga and BFG. If you buy a grafics card of their brand, you get the opportunity to upgrade it within a certain period (judging from the response it's 100 days with BFG; with evga it's 90 days); if you decide to upgrade within the given period, you get the entire cost of the original card discount on the new one.
So if you know there are new cards coming out, but they're not available yet, you can buy a high end graficscard, then when the new one is out, you get the entire sum you paid for it discount on the then most recent card.
I don't know the releasedates of the future cards, but the waiting period would be so that they are released within the 100 days from when you buy the original card.
I don't know if this kind of program exists with manufacturers that sell cards with ATI chipsets; but it is worth looking into.
get dx11 because it will support dx10 games but with MUCH better preformance. and than a year later you get dx11 games. i dont know about you but im so going for dx11 cards!
