DX 10 wasn't bugged, the whole issue was the Vista optimizations...not even DX9 performed the way it was supposed to.
I don't kno where your getting we will never see these prices again from, during the 8800 Killer years, the 8800 GTS 320 dropped from 450$ to 300$ in 3-4 months after release.
Which for its time was a god send, since most cards topped off at 400, even the 1950 XTXs.
Honestly you can't predict the market. Look @ dx 10.1 cards, they just came out are the 600$??? no they start at 150$!!!!! What makes you think DX 11 will do the same???

The real answer to this question can't be solved by any1, it all revolves around the money, patience and type of performance/eye candy the OP wants.

Whats the lesson? waiting is always better than rushing in head deep, ppl saying buy buy buy, is like whats happeneing in the economy now in North America, OMG houses are cheap now, buy buy buy...money is at all time low, banks want their money back the ppl have none to give em.
Don't rush into a purchase, if you do have a back up plan...with the ATi cards so far if you go with them you better not regret it, because I don't think there is a step up plan where you can exchange in 3 months.
If you do go with ATI though you'll have top end price/performance for this year...
So there are many roads you need to see. Honestly I'd say wait and see what new years brings, unless your like me and change cards every 3-4 months.
