Buy this desktop off eBay or build my own?

Thank you for helping if anyone does, I'm just looking for some quick advice off of anyone with some experience, wanting to play MMO's like ESO (which may be fairly demanding stats wise), I wont be playing solo games that I've seen people talking about on here like crysis that are seemingly extremely demanding, just mainly MMO's

Hey all I've always been interested in building a desktop, although I've seen what I think is a good deal on ebay which I think should sell for around 600-700 GBP
Its specs are..

Motherboard: msi z77a g45 gaming
Graphics: pal it nvidia gtx 580 3gb
Processor: i7 2600 (3.90ghz)
Memory: 16gb
Storage: hdd (500)

First question is, is this a fairly decent deal? I'm looking for a desktop to play MMO's, for example ESO when its released, which will want fairly decent specs, nothing too incredible like max settings, but I would like a decent high settings able desktop.

Im currently using a 32 inch Tv as my monitor (just linking my laptop through hdmi port) So I'll probably use this tv with the desktop, unless recommended not to for whichever reasons.

Also my second question would be, can I build a good desktop with a budget of around £700 or $1000 range, I dont mind buying second hand parts (where it is fine to do so) on ebay or other sites.
