Buying a graphics card

Hello everyone, i'm going to buy an old graphics card (HD 6450) for web browsing, photoshop, and very very basic gaming (old fps games like urban terror/counterstrike)
I can't buy one from my city because there is no PC shops selling these kind of GPU's so i decided to buy it from ebay. I went to ebay and i saw some 6450's at 1 euro, 3 euro (yes they're old but the seller says it's working so it's fine for me because i just want it for a limited time) and then there is 6450's at 10euro, 20euro ...
I'm on a tight budget, but buying the one at 1euro or 3euro is safe ? (it's fine if it's not working because it's only 1euro/3euro) but the i don't want to wait 1month of shipping for a GPU not working... so what do you guys suggest ? buy the cheap ones or the normal priced ones ?
Maybe both ?
 
It is most likely a scam, because used products like these are unreliable, and downright dangerous. Using someone's used RAM may damage your system. I really would only recommend using products from trusted sources, or your own spare parts.
 
I agree with above. Buying used and possibly broken or damaged computer parts as cheap as that seems like more work than it's work. Just save up some money and get a cheap GPU, one that can run bare minimum gaming isn't that expensive. Just save up.
