Buzzing Noise

I'm rebuilding my old Packard Bell system. I don't know what Mobo it is, pretty sure its an Intel 430VX Chipset though. But after cleaning it out, replacing some parts, and finally putting it back together, its making a buzz when I turn it on. It starts with about a 2 second buzz, followed by 3-4 seconds of silence, and then another 2 second buzz. Could someone tell me what it means? I thought it may be an incorrect jumper somewhere, but I've checked and theyre all set exactly the way they've always been.
 
Yup, I reseated the RAM and it stopped buzzing. Except that now, I have no video display. And also the damn floppy keeps spinning so I unplugged it for now.
