I am sure you can, since nothing you say has anything to do with how
things actually work. You might even be able to play online games when
you are not even online, if you try hard enough.

The fact of the matter is, multiplayer game session (outside of LAN)
on Steam currently work on ticket/session-ID which are generated by
the Steam servers after a valid login. There's no way to bypass this
system, short of hacking both the multiplayer server and Steam
ticket-ID generation system.
