Question Camera and Webcam Problem - Error: 0xA00F4243 ?

I had an older Logitech webcam that worked for years. Then one day, sometime in the last couple of months I noticed it didn't work in Skype (black screen). I tried to find the problem but couldn't. I thought it was defective and bought a new one. Same problem. I tested the new LogiLink LL1 with the camera app and received this error. I should point out that the microphone worked on the old one as well as the new one.

"Close other apps. It looks as though another app is already using the camera. If you need it, here’s the error code: 0xA00F4243 (0xC00D3704)"

I have an Asus M51AC Desktop PC running Win 10 fully updated. I uninstalled the old Logitech software and driver before installing the new webcam.

Here's what I have tried so far with no success:
- Ran Malwarebytes - clean​
- Windows driver up to date, no separate driver for this new camera.​
- Ran DISM tools and SFC, fixed a couple of problems. No change.​
- Switched the USB port to one I know functions properly. No change.​
- Device manager shows the "USB Live camera" functioning properly.​
- Disabled all apps at startup, rebooted, no change.​
- Camera access is on. Turned off all apps using the camera. No change.​
- Uninstalled the MS camera app and reinstalled it after a reboot - no change.​
- Ran system troubleshooter, no problems detected.​
- Ran Hardware and Devices troubleshooter, it returned "saskutil and sasdifsv don't have drivers". These are associated with superantispyware. Not important for this problem.​
- Registry: added Dword: EnableFrameServerMode, hex value 0 in the Windows Media Foundation\Platform. Rebooted, no change.​
- Used Process Explorer to find whether any programs were running that used the Physical Device Object name, in my new webcam the object name is: \Device\000000b2. Process Explorer found none even though I had the camera app open as well as the Skype video setting. Refresh frequently, nothing. I believe this process should at least find the two devices that were open and running.​
Any help greatly appreciated before I lose all of my hair.​

These three services, get them all running but don't reboot.

Services: Windows Camera Frame Server, Windows Camera Frame Server Monitor, and Windows Image Acquisition

See if the camera will work with skype and check skype camera settings. You could try a different program like OBS recording software, just remember to allow camera access to it in the windows camera settings.

@KingLoki I did not find the Windows Camera Frame Server Monitor in my list of services. I restarted the other two, did not reboot and opened Skype settings. No video, blank screen. However it does show that it uses my new webcam. I tried OBS recording but at one point it indicated that my Nvidia driver was too old. I couldn't use the recording function.

I used that link for OBS, installed and it couldn't play any video from my collection.

I tried several online camera tests. But before I did I deleted my Privacy Badger extension, check all of the other extensions for possible interference and then rebooted. Gave permission to all the sites I used and they all have the same error message.

We can't access your camera.
Please click the settings icon in your browser's address bar, allow camera access, then refresh the page.


I checked the address bar settings and the sites I used were allowed access but none of them worked.

It is time for a beer here in Switzerland. I had an interesting online chat with a MS support person this afternoon. I want your opinion on what she is recommending for a fix. But, tomorrow. I'm tired and really want that beer now.

I contacted MS technical support and was connected with a support person via a chat dialogue. After preliminary info we connected with Quick Assist and she examined my system. There were some pending driver updates that I never saw and after they were downloaded, installed and a system reboot, nothing changed. She examined other parts of the system that we have already discussed and finally concluded that that there were elements in Windows that were corrupted and that she recommended a reset.

I said no because I didn't want the hassle of going through all the settings and reinstalling apps and programs just to correct a webcam problem. She then told me that MS has a online tool to fix Windows and related drivers without changing any settings, apps or data. It sounded as if they were the only ones who could use it. I said I would think about it and since it was late I would get back in touch tomorrow.

My question is whether you have heard of this tool or had any experience with it. If it is that good why not build it into the recovery system of Windows.

The other option to leave everything intact is to do an inside upgrade using the same version of windows.
I see you have Windows 10 Home 22H2. You can download the iso to your hard drive and mount it by double clicking it, then go into the mounted directory and run the setup.exe. I have done this many times as a so-called Upgrade and it keeps apps and files etc. in place.

Did it come with any software/drivers etc.?
This was over 10 years ago but I know that I didn't install any of the added software. I never do. But, I did accept the Asus Web Storage feature but uninstalled it. I also have the Asus update checker running as well. But, that is it, no other bloatware. The only service running is "Asus Com Service" and ASUSUpdateChecker running in processes.

Well, Microsoft did a complete in-place "upgrade" (from an ISO download) of my Windows 10 system. Took about 1.5 hours and no problems. Except for one: the camera and skype still don't work. The escalation team from MS is calling me tomorrow.
