[SOLVED] Can 16GB DDR4 modules be misrecognized as 8GB in BIOS?

I have two Corsair Vengeance DDR4 modules (32GB total, 2x16GB / CMW32GX4M2D3600C18) in an ASRock B450M Pro4 board in slots A2/B2. In the bios the memory modules are only recognized as 8GB modules instead of 16GB, and auto running at 2133Mhz.

Is this even possible?
 
I haven't loaded Win10 64 Pro yet. Wouldn't the BIOs reading be most accurate?
try turning on the xmp memory profile?
I have seem it run on the slower speed because memory profile is off. but not reading it as half the ram

I suspect the module stickers were switched and that the modules are actually a 2X8 16gb 3200 kit. Going to load Win10 and HWiNFO64 and see if I can get the part # reading from that.
