Question Can a PCIe 16 card plugged into a PCIe 8, 4 or 1 card

Right.
If it does not physically fit...there is no way for it to work, at whatever speed.

Speccy may be able to tell you what the board is.

IN any case...it is useless buying a good graphics card if your system does not support it.
No matter how you chop things up to make it fit.

Any semi good GPU would be hampered by the rest of the system. If it even fits and works.
And the PSU in there almost certainly can't power anything semi-good.
