Question Can downclocking my gpu be the only way to play at all?

I have an old pc with an FX6300 cpu and a GTX 1060 6GB gpu. Some games aren't working or are freezing Windows and I am having to hard reset because of it. Temperatures are normal when it happens, both the gpu and the cpu are operating at normal temps(40-65ºC).
Can either the cpu or the old motherboard be causing me to have
to completely downclock my gpu on MSIAfterburner for games to work at all?

My pc:

CPU:FX6300
MB: Asus M5A78L-M LX V2
RAM: 16GB DDR3
GPU: GTX 1060 6GB MSI
3 HD + 1 SSD
PSU: Gamemax GP 650

this is a very low quality power supply.
it more than likely just cannot provide proper steady power to the card.

Yes, I've heard that before, my psu's fault probably.
