Question Can games stay on HDD when upgrading to new system?

So I'm finally building a new PC and going from win 7 to win 10. My question is can I leave my games installed( will be using same HDD/SSD ) on the HDD when going to new system? I'm going to uninstall applications and programs and re download each games specific launcher.

New system AND new OS. Multiple considerations here.

Are you planning to upgrade the Win 7 license to Win 10, or are you buying a new Win 10 license for the new system?
What type of games are these? Steam games can probably remain in place on the HDD.
You ARE planning on doing a clean install on the new hardware, correct?

Clean install of win 10. Yes the games are Steam/GOG/R* games and yes clean install on launchers and prgrams.
