Can I delete these files?

In my Windows folder, there are a bunch of folders with names that sound
like temp files, such as C:\WINDOWS\$NtUninstallKB817778$

Are they safe to delete?

Sorry, should have mentioned I use XP Professional SP2

Go here: www.dougknox.com and get Remove Hotfix Backups. It should help you
make a decision.

Those folders contain the uninstall files for various updates to Windows
XP. The particular one you mention above 817778 is included with SP2 so it
is safe to delete that folder unless you plan on uninstalling SP2 and then
uninstall that update. Unless the update is post-SP2 and you think you
might want to uninstall it, the folders are safe to delete.
