No. (The question in the subject.) Well no, not with Windows Restore. If you
made a bare metal backup using a third party application then yes. Can you
get in via safe mode and restore from there?

Hi,

Boot to Safe mode with command prompt, then load rstrui.exe from the
C:\Windows\system32\restore folder.
