There's really not much I would change. You could lower the price by using the stock Wrath Stealth cooler but your better off with that Arctic as the stock "stealth" cooler is quite loud. I saw that the GTX 1660 Ti is a bit cheaper and would allow you to get the Seasonic Focus Gold 550W instead if that saves you money but the FPS difference between the two can go from 5 FPS to 20 FPS difference.

One thing that is a must with Ryzen and needs to be changed is your memory, the difference between 2400 & 3200mhz can be a 20 FPS difference so investing that money is well worth it. If it came down to Vega 56 + 2400 +650W or 1660 ti +3200+550W I'd take the 1660 ti+3200+550W for the lower power draw and possible better price.

Well it would of if you were comparing the 2400mhz memory & Vega 56 to the 320mmhz & 1660 ti. With me the memory being 3200 now then the Vega 56 is the better GPU.
