hi I'm making a gaming rig and I just want to know if there is a way I can decrease the price and not the performance.

I will not be overclocking anytime soon and don't change the GPU or CPU. So do I need a cpu cooler? and I'm iffy on the motherboard. What about the Power Supply the wattage is around 316W and the power supply is 520W but I'm more comfortable with a higher wattage on the psu is that wrong? Thanks.
