Can i get to work a single cell in a Laptop (Dell 1564) ? the old six cell battery has died and i use another newer laptop.

What is it you are trying to do?
The voltage by the cells and the Ah need to be the same, no matter how many cells there are.

Replacement battery, $23 https://www.amazon.com/Xtend-Battery-Cell-Inspiron-Laptop/dp/B006MBE2GO?ref_=fsclp_pl_dp_2 Keep in mind the cheaper ones will not last long. To get a good quality battery will cost about $60 for a real Dell part.

I dont want to spend 30/60 bucks on a new battery (that gives 3 hour of run time) for a very old laptop, i want to solder a single cell in place of the six, so as just to save my work and inconvenience of rebooting everytime power goes out, by hibernating. is this possible ?

IF you had enough of a skillset to be able to do it, you would know the answer to your question.
