Question Stuttering and Screen Tearing??

Greetings, all! Thank you for taking the time to read my post that is going to hopefully not include too much rambling.

I have had an issue with my PC now in which screen tearing is pretty obvious in games and there are even some stutters that accompany them. They are prevalent even when browsing Windows. I still am not sure what the issue is. I have tried so many things to get it to work. Changing the frequency that my RAM runs at in the BIOS (setting to the correct speed), I've tried overclocking, Game Mode off, Xbox Game Bar off, updating BIOS and all of my drivers. The issue just won't seem to go away. I even swapped out my GPU for another to see if that was the issue and nothing. The CPU and GPU never receive too high of load and their temperature never goes too high either (I would say average or below average most of the time). I have 32 GB's of RAM so that is never an issue either. I'm wondering if the CPU or motherboard is essentially going out or causing the screen tearing. I have just tried so many things to fix it but I feel hopeless. Buying a new motherboard is the next step I suppose and replacing it, but I would love any other troubleshooting steps that may help alleviate the issue. You're on BIOS version P5.63 [Beta], try and flash to version P5.65 [Beta], clear the CMOS and then see if the issue persists.

You forgot to mention the make, model and age of your PSU. Make and model of your monitor and how it's teetered to your platform?
