Can I have 2 different gpu running 2 monitors?

I am thinking of getting a 144hz monitor for my main gpu GTX 1060 3gb. I still have my old gtx 650 that i am not using currently. I have heard that having 144hz and 60hz running on one gpu will cause some shutter and other problems. So I was wondering if i could have a gtx 1060 and a gtx 650 running at the same time and have the 60hz monitor connect to the gtx 650. Also would i have to install drivers for the gtx 650 but right now i only have the drivers for the 1060. Also how many watts would it take? I have a evga supernova 650 .

Could you? Sure. Should you? Probably not. I recommend that you connect both the displays to the GTX 1060, and see if stutter even happens. If it does then work on resolving that issue. I'm guessing that it won't be an issue though.
Right now, I have a radeon pro and GTX 950 running different monitors at different refresh rates and resolutions no problem. Install the drivers for both. Mine even automatically interface to create the extended desktop no matter which screen which card is plugged into. You should be fine.
