If this is a pre-built what is the model exactly? The issue will be either case size (if is a small form PC) or more likely the power supply, which are basically low watt junk PSU that you can run much of anything on.

That is one of the worst PSUs ever made! We are talking fire hazard, burn your house down bad! I would definitely recommend getting a new one, say, a Seasonic Focus, 5-600 watts, just for safety's sake!.

There is no way that terrible psu is going to power a gtx1070ti without something going wrong. Replace it with a quality unit. However since you aren't posting your full system specs I can't really recommend you a enw unit since I don't know what you have running.
