Can I install Fallout New Vegas without internet connection ??

I don't have an internet connection I just use my prepaid WiFi to ask, and I am planning to buy Fallout New Vegas CD/DVD version, can I install it manually without steam and internet ??

But do I still need to access the internet when installing it or I can install it with a setup.exe without steam.

As far as I know, as long as you use the right settings in Steam like the thread says, you don't need to be online to install it. That's the whole point of that thread. It was meant as a guide for those with very slow or very data capped internet.
