Question Can i install Pci 4.0 card on PCI 5.0 x16 using Ryzen 5 8400f

I have Motherboard Asus Tuf Gaming B850m-plus wifi
I have RTX4060 ti 8gb , NVME Kingston 1 tb and Ryzen 5 8400f
So can i plug the GPU on Pci 5.0 x16 port and pul the NVME on Pci 4.0 ( NOTE that the CPU ryzen 5 8400f has only 16 pci lanes availiable
SO will be any compitability issue problems ??

Yes, you can put GPU in this slot, but as @SkynNetRising has informed you, this slot is not capable of running at PCIe 5.0 speeds with your 8400F. Instead your "PCIe 5.0" slot runs at PCIe 4.0.

You'd need a better CPU to make the slot run at PCIe 5.0 with a suitable PCIe 5.0 card.

With Ryzen 5 8400f all PCIE slots and all M.2 slots operate in max PCIE 4.0 mode.
PCIE 5.0 mode is not available for your hardware.

Note PCIE x16 slot will operate in x8/x4 mode (x16 mode is not available).
But your graphics card uses x8 connection, so this limitation doesn't impact anything.

With Ryzen 5 8400f you don't have a PCIE 5.0 slot.
All slots operate in PCIE 4.0 mode.
And your motherboard has single PCIE x16 slot.
