Question Can I install RTX 3070 on my pc?

Hello,
I'm running Core i5 4690k + MSI Z97 gaming 5 + MSI GTX 970 4G +corsair CS650m+ 16 GB RAM. I was wondering if I bought the RTX 3070, would it run normally with this Setup or do I need to upgrade the rest too?

You can use the RTX3070 with your PC, however your CPU may hold it back in a lot of newer games.

Also, how old is your PSU? It may not be a great idea to use that with a new higher end GPU.
