I Know that they sell snow leopard on amazon but can I load that disk on a fresh built pc?

you can but it will be hard and i dont think what you are seeing on amazon is the actual os

You need specific hardware.

GOOGLE Hackintosh people build them all the time.

You can install a virtual machine on your PC like VMware or virtualBox and than install mac on it. but if you want to run Mac OS X without windows. You will need to do a HackinTosh. which you will need specific hardware for that.
