can i match two different ram at different frequencies for quad channel

Hey guys.
Can you (for example for my case) add 2 g skill tridentx 2 x 8 2400 mhz with a g.skill tridentx 2 x 8 1866mhz and downgrade g.skill tridentx 2400 mhz and match the frequency to 1866 as well as the CL timings?

My PC specs are:
Intel i7 4790K
Gigabyte GA-Z97X gaming 7 socket 1150 LGA
NVIDIA Geforce GTX 980
Corsair 750tx

Most likely. Identical modules would be better, but it should work. You might not even need to downgrade it if you use the 1866mhz modules in the two slots of one channel and the 2133mhz modules in the two slots of the other channel. Running both pairs of channels at their native speeds, independently, might even actually be more efficient and not incur a penalty.

Solution
You can, and as you suspect, the system will default the speed to the slower DIMM frequency (1866). As far as changing the CL timings, that's a function of the RAM itself and unless you want to change it manually, it will carry over to the new configuration. You shouldn't notice a huge difference between 1866 and 2400 MHz RAM anyways, regardless of whether or not you change the timings.
