Can i Overclock my E2200 To atleast 3.0Ghz Safely stablily

Hi i got a Dell Vostro 200 (not the slim) 775LGA Socket
Windows 64Bit Ultimate 2.00GB Ram,it has the E2200 Core 2 Duo stock freq 2.20Ghz chipset P35/G33/G31 Is it possible to Overclock it Safely to atleast 3.0Ghz??? Will i need a Extra Fan or Thermal Compound? My current Bios is 1.0.13 it is the stock cooling.
Can anyone tell me the easiest way to do this and any programs i will need? I have been looking to Upgrade the Chip to the Core 2 Quad Q9650 but if this works out and runs fine i will forget the upgrade that will cost atleast $200. I do plan on getting the 4GB Ram allowable to should i upgrade the Bios Version? . Thanks for any of you helpful answers you guys.
 
Depends on the quality of the motherboard being used. Being a Dell, i'm not sure if It can provide the required vcore to the cpu to run stably at 3 ghz. You really need to check to see if the bios even has the capability to make adjustments to multiplier, base clock and vcore.
