Question Can I plug it in?

The fan would be on the front of the case and the fan would be artic f12 pwm. I was just wondering can I plug it in a spot called on my motherboard: "sysfan2" my motherboard is this: https://www.msi.com/Motherboard/H81M-P33/Specification

Yes you can, that's what it's there for, there is another one that's somewhere above your CPU socket, that one is for your CPU cooler and the fan on that on speeds up and slows down according to your CPU's temp

I noticed that there's also one just slightly above my graphics card, but will that fan be able to screw on the front or back?

It doesn't matter where you put the fan, just as long as you orientated it correctly and the cable management looks nice
