Can i put a gtx 1060 3gb in my dell OptiPlex 790 MT, this is considering I have a psu and that can power it and if I can't my specs: I72600, 16gb ram, 2tbHDD. what gpu can I put in my budget build to play warzone at minimum 40-50 or 60 fps

Not without replacing the PSU for one with a PCI-e connector. Maybe a GTX 1050 Ti or GTX 1650 without powerconnector is possible but for that we need more information about the PSU. Can you post a close up picture of the label on the PSU?

I will be changing the PSU its a standard dell Optiplex 265 watt, any recommendations as to what PSU I can change it to?

As far as I can see it's a normal ATX PSU. Depends on the price and availability what's worth to buy. Do you have a link to a webshop where you want to buy a PSU?

ebay, amazon and newegg leaning towards more newegg and amazon you can find atx psu's for like 40-60 dollars right? and if I find one I should be able to put it into my 790 MT?
