Can I run 60fps on 144hz Monitor with AMD Freesync? and will it look bad or have screen tearing?

Yes. Freesync should eliminate tearing at any framerate within the freesync range of your monitor.

Freesync is variable refresh rate tech. So if you are running a game at say 67fps the monitor will run at 67hz, that's how it gets rid of tearing.

Your GPU and your monitor need to both support Freesync. Then it will work fine.
