Hello, I have a laptop with the following specs:

Intel Core i5 480m @ 2,67Ghz
ATI Radeon Mobility HD 5470 512mb (128-bit)
3GB DDR3 @ 866mhz
Win 7 32-bit.

Sure, but probably not at max graphics. It could have texture problems but your specs do match the minimum gta iv requirements. For max graphics, you'd need a quad core processor and 1gb graphics memory.

Yes you can run it but the performance is to be expected, to play with 20+ FPS you will need to drop the Res to low (800x600) with everything else on medium, it may not be the best but it is playable

Recently bought it and I can play @ ~35 fps on Medium/800x600, and under 20 fps on 1366x768/medium. It's okay though

Yes you can run GTA IV on your laptop given specification but you have to adjust your laptop resolution manually which is best fit with you game resolution. Right click on you desktop and go to properperty here you can select your desired resolution and can play your game very easily on your laptop.
