Solution
Both of those computers are hilariously underpowered.

Any modern system will be twice as capable as these.

According to the League website, you need at minimum:

2Ghz CPU
1GB Ram (winXP) 2GB Ram (vista)
DX9 SM 2.0 Capable GPU.

The system you have mentioned is over 12 years old and is far to slow.

I have a relatively modern 11' netbook running a Celeron N2480, intel HD graphics and 4GB ram which plays the game smoothly at low settings.

If you're able to get a system under 4-5 years (intel 2rd generation or newer) old that meets the following you should be able to play it the same:

Intel Pentium / i series
Intel HD2000/+
4GB Ram

Both of those are way under powered you could buy 2 sticks of 1gb and a pentium 4 your video card. And your video card is decent you could still get a Sapphire Radeon HD 3850 AGP video card
