Question Can i run this build with be quiet System Power 9 400 W 80+ Bronze Certified ATX Power Supply .i dont think my gpu can go higher than 130 watts

And really, it's an old group-regulated PSU too, so you're down to 384W of +12V power at most, which is *much* less than ideal than a 400W PSU with a modern topology.

It's time to replace the PSU if you want to use the GPU.
I dont have enough money to buy rx 6600 and a new spu rn should i wait till i have enough money for both or should i buy a lower watt gpu

The power supply is the heart of the PC. It should be the first thing you upgrade. Putting the cart before the horse is what you are trying to do. Doesn't work that way. You need more PC building and trouble shooting experience.
