It does need the extra power, but GPUs generally come with an extra "molex" to "6-pin" or whichever adapter the GPU needs. So as long as you have a molex cable (most PSUs do) and at least a 400W PSU, you should be good to go.
No, the 6-Pin connector is required to power this GPU. Without the correct power supplied the card will not work and your system will not boot.

What PSU do you have?

Note: All gaming cards require a decent PSU with enough power and PCI-e connections to support it. After all, you don't see a Ferrari with a small in-line 4 cylinder engine do you?
