Can i use a PCI Express 3.0 x16 video card with this MOBO

Yes it is compatible since the PCIe std is backwards compatible. There will be no performance penalty either since the card can not max the bandwidth of the 2.0 PCIe interface.

I'm running that same video card on an old Core 2 Duo motherboard (P43 Chipset), So yes it will work, at worst it will run at PCI-E 2.0 speeds.
