Can i use phobya dc-400 horizontally

Its making a little bit weird noises when its horizontal.

Define 'horizontal', mine is placed on the case floor with the outlet to the top and produces a slight but normal whine.
And BTW, that pump produces a fair bit of vibration that translates into quite a lot of extra noise if it's mounted directly onto the case metal, my inelegant solution is to place some soft plastic foam under it as insulation.

So, the problem was that my res didnt indicate that the water level would be low. My loop just had a lots of air in it and was vibrating against the psu shroud. I moved the pump a little bit and now its bubble-free and whisper quiet
