Question Can motherboards cause packet loss?

I have the Asus rog strix z270e. I tried the built in wifi and it sucks so I bought a PCIe wifi card. The card keeps losing packets when plugged into the motherboard and when I check the signal strength it only gets 82 percent while the built in wifi gets 100 percent but is slow since it is a cheap built in card. So, do motherboards "bottleneck" PCIe wifi cards or do they just do better with the built in card? Anyone know a good motherboard that has a built in Intel wifi card that is around 200 bucks or less?
 
Do motherboards with built in wifi just prefer to use the built in wifi so when you plug in a PCIe card it "bottlenecks" that card? I did disable the built in wifi when using the PCIe through the bios. I just can't think why my PCIe wifi card is getting 82 percent signal strength and constantly losing packets even though it is better than the built in wifi card.
