Can my Gtx 1070 TI fit in a 4 by 7 in?

I’m upgrading from gtx 1050 2gb to 1070ti 8gb but after measuring my original 1050 in the graphics card slot, it measures 4 by 7, 1050 has one fan but I know 1070 ti is like twice it’s size, will not t fit?

It will depend on the case make/model and the GTX 1070 Ti make/model. They are all different.
I have no idea what is "4 by 7".

Most likely, as long as the motherboard has a pcie 3.0 x16 slot it should be fine, link me the motherboard

Yes. the motherboard will accept any PCIe x16 gfx card, no matter the length. The slot sizes are all the same. The case you have might be another problem, tho. Have you checked that?
