Is it good?

EDIT: how much when I tested out a file at 3gb takes less than 30 mins and then I tested out another download that was 1gb, it takes at least 3 hours. How come? No one is on the wifi.

Mostly because you are not downloading your data from the speedtest site. Speedtest is mostly to confirm you ISP is delivering what they promised.

Your actual download speed will be a combination of the distance to the location the file is stored at (ie the ping time) and the ability of the site to give you the data. Most these sites put artificial limitation on the download so everyone gets a chance. Say they only have 100m and 10 people wanted to download files at the same time it wouldn't be fair to let you run at say the 28m you tested to the speedtest site.
