Can SSD be the new C Drive ??

Hey Guys,
Need sum help to get the most of my GIGABYTE G41-Combo. I currently use E8500, DDR2 4GB RAM, 500GBx2 of HDD SATA and windows 7 32 bit.
How can I upgrade it?? Adding USB 3.0 extension , Sound card or Graphic card? more ram? Shall I change to DDR3 from DDR2?
Will it increase the performance of the PC? Or shall Win10 will run on it properly or lag?

And most IMP, Can a SSD be use as C Drive??
& will adding ( https://www.amazon.in/Gigabyte-Geforce-DDR5-Graphics-GV-N710D5-2GL/dp/B071L9QT35/ref=lp_1375354031_1_1?s=computers&ie=UTF8&qid=1518237946&sr=1-1 ) GT 710 gives me HD resolution and lag-free 4k video playback ??

But is it so out-dated? just a Dead-End?
SR-71 Or Sir, I m a video collector, not much of a PC gamer....
I just want to see 1080p movies/videos on my PC without any lagging or Restarting? Is it possible?
