Can the motherboard turn on without cpu?

I'm in the process of building a new PC. My CPU should be arriving tomorrow or Friday. I installed the motherboard in the case (with the standoffs). Connected everything so far, 4 pin, 24 pin, graphics card and memory. I tried putting it on without the cpu installed to see if the fans would at least spin and it only goes on for a second then powers off - no cycle. If I try it again the same thing happens. Should I be concerned? Do some motherboards not power on without the cpu installed at all?

Specs:

Asus b85mg 1150
PC Power and Cooling S75QB 750W ATX12V
8gb ddr3
660ti

I tried the power supply on a motherboard tester and it appears to be working fine.

POST or Power on Self test
the CPU, memory, and keyboard need to be present for the system to post.

So it powering on for a second then off can be normal? By post do you guys mean system stays on but no display on screen? Mine just goes on for a second then powers right off. I saw a few videos of people powering on their mobos without a cpu installed and it stays on and the fans stay spinning. Is it possible that it depends on the mobo?
 
Yeah, but shouldn't it at least power up and stay on even without the cpu? Still worries me a bit that the mobo can be bad. I just went through a bad motherboard on a socket 1155, decided to order all new parts and would hate for this to happen again..
 


there is no way to tell the mobo is bad until your able to put together a working system. there is no point on powering up a mobo thats missing major parts for it to run correctly.



 
Problem was indeed the CPU. The motherboard wouldn't power on without it. For all those who are wondering if your mobo will, it really depends on the motherboard. I saw videos where people were powering them on without cpu's but the Asus mobo I got it wouldn't go on at all without it. Just a flicker of power for a second.
