So, I'm planning to buy a computer.
Here are the specs :

Power: Zumax 550w
Core: Intel Core i5 6400 skylake 3.30ghz
Motherboard: H110M-KASUS / ASROCK chipset h110
memory: 8GB 2133mhz
SSD card: 240gb
Geforce 1060
Would this be able to run Gta 5 on ultra settings?

Ah, that's a big bit of information, that's the GPU. You can run GTA V decently, but for the long-term health of the PC, I'd still shell out $50 and get a reputable power supply. I wouldn't even bother turning it on without a better power supply.

And hopefully, this PC is under $700.

A graphics card. And from what you listed, you have none, only the integrated GPU in the i5, which isn't suitable for AAA games.

To upgrade this PC, $200 is probably the bare minimum ($50 for a PSU, $150 for a GPU) to play AAA games. Hopefully the PC with the specs you gave isn't costing you much, as in under $400 or so.
 


Ok so you have an intel core i5 with intel hd 530 graphics.
Intel hd graphics are meant for basic tasks like webbrowsing and very light games.

You need a dedicated add in video card to play demanding games like gta V.
This card also needs to be powerfull to be able to run the game at the desired framerate, settings and resolution.

The problem is that you have a firehazard power supply that could very well at any moment fry your pc so adding a gpu is out of the question before replacing the psu and risking a dead computer.

This cost around 931 dollars, and what psu do you suggest?
 


Its says geforce 1060 so even if it is a 3gb card it can still reach 1080p high 60fps
 




Where I live, you can't really find a good computer for 700 dollars.
