Question Can Tuf B450m Plus gaming With Ryzen 5 3600 run a 3600mhz CL17 288?

Theoretically yes, both, BIOS and CPU can take it and more.
What is that 288 number ?

You need to enable XMP.

Already enable xmp profile , there's 2 profile.
The first one is 3603 mhz
The second one is 3000 mhz

I can't seem to run the first profile...it kept failing.
The second profile is no problem.

I tried changing the voltage to 1.36 but it doesn't work.
Any recommendations?

I have exact same RAM in my MB, works fine (and same with 3700x I had previously) or even better than specs suggest. DOCP set to 3000 and frequency 3600MHz so it runs at Cl16 instead of Cl 17.
The key may be in BIOS version as latest ones had some enhancements for memory handling.

I'm not able to make a 3600hz memory work
You really should be able to get any Zen 2 or Zen 3 processor to run at 3600 fairly easily with just setting XMP. What I've often found is I have to set the DRAM voltage manually first though...probably a bug in most BIOS's I dunno.

I'd also suggest returning to using XMP instead of manual setting of timings. DRAM Calculator can be very useful, especially for overclocking RAM over it's XMP profiles, but it does have it's faults and can lead you astray.
