Can TV card receive Satellite TV for free

Hello,
What I read below caused me to have this Question: If you have the proper TV card and software with a Sattelite dish, can you receive satellite images for free? Where would someone get such software?

I know a site that can search through these programz to play satellite tv for free. I personally did not try it.
