I am building a PC with asrock microatx motherboard ,Ryzen r5 3600 CPU and galax rtx 2080 super 8 gb gDdr6 vram ..ram is G-skill ripjaws V 2400mhz 16gb ddr4 ,an antec VP650 P plus 650w 80 plus power supply and Acer nitro 1080p 75hz monitor .I want to know if anything is wrong with this setup and it there is how can I compensate for that

For the memory it's easy enough to get a 3200 kit to run at 3200. All you need to do is make sure it's in the correct slots which should be A2/B2 on that board and then just go into the BIOS and enable XMP.

2400mhz memory will affect performance. The testing I've done has shown almost a 25 FPS difference in some games with a comparison of 2133 and 3200mhz. Other games showed close FPS however the slower memory had much more frequent FPS dips and the dips weren't a few FPS but like 15+ FPS dips which could affect gameplay.

As for the GPU I would get the 2070S (or RX 5700 XT) and use the remaining budget for a 1440P monitor.

Which ASrock board do you wanna get?

The Antec only provides 3years of warranty, a PSU should have at least 5years in my experience. Maybe you can find one in your region with such warranty times.

For this GPU the monitor should provide at least 1440p, eventually with a higher refreshrate like 120Hz to 144Hz.

I saw a Linus tech tips video saying that for and processors the can give as far as 3200mhz speed but should.only be done by the person who has that time and know how to perform this task so it's better to not spend that much money on 3200mhz and have a 2400mhz . Asrock board is mircoatx[B450M Pro4] and I don't care much about 1440p gaming I am totally okay with 1080p gaming and all settings maxed out ( specially in heavy games like metro exodus and RDR2)

I'm not sure what video you're referring to, but the RAM is near-enough plug and play. There's no time investment involved, you don't need to finely tune timings or anything like that. And 3200MHz RAM is little more than 2400MHz RAM. Fast DDR4 is very, very common these days.

And I can't underline strongly enough the point about an RTX 2080 Super being a total waste on 1080p monitor

You say you want 'max settings' - so I assume you want good visual quality in the games?

Therefore, you should get a higher resolution monitor - more pixels giving you a sharper and more detailed image. Which you could subsidise with a less expensive GPU as even an RX 5700 XT /2060 Super / 2070 Super will do very well at 1440p

Also with gaming, turning the settings to 'max' isn't always the best way to play the game. Some games have a few extremely demanding settings on max or ultra that don't look much different to high/very high but crush performance.

So:
Get a better monitor - 1440p, 144hz, with adaptive sync (e.g. freesync)
If necessary (for budget), get a somewhat less expensive GPU
And once you've got those, don't always blindly turn the settings to max :)
