Can you make a game use a certain % of your cpu instead of 100%?

My computer randomly kept shutting down and I found out that it was due to my cpu. I changed my cpu usage from 100% to 60% and it fixed the issue but not all games have the issue. EX: Fortnite can use 100% of my cpu and not crash my pc but Overwatch can only use 60% of my cpu to not crash my pc. Can I just specifically set my Overwatch to use only 60% of my cpu and everything else use 100%? Kind of a confusing question sorry...

How in the H are you running a 4690k on a Z370 motherboard? That's not physically possible. Also the 4690k is an i5 not an i7.

We do for sure need to know what CPU and MB are being used....; as others have pointed out, your combo speciified is quite erroneous/bogus.

But 100% cpu usage is not *in itself* a cause for anything, and certainly not crashing/ hard power-offs/resetting.

i dont think my cpu is the issue because it runs at around 55C max and 40C min. My friend said my PSU might not be supplying enough power...

What cooler are you using on the CPU? (And you darn sure better not be trying to use an old Intel cooler from an i5!)

Run HWMonitor while gaming for 2 minutes, then see what the peak temps and clock speeds attained on each core were...

When you upgraded did you just use the same OS install or did you do a clean reinstall?

There are AVX operations that cause a lot of heat and can cause the symptoms you indicate. There is an "avx offset" parameter in the bios that serves to decrease the speed when there are many "AVX" operations. It's the closest thing I know to what you ask ...
